Three-year-old hurt in dog attack

The child was walking with her sister when she was bitten by the animal in Redditch, Worcestershire, West Mercia Police said.
The dog, which was tied up outside a shop, is described as being a white or gresy-coloured greyhound or whippet-type breed.
The animal's owner, who police said fled the scene, is now being sought by officers.

Two questions come to mind:
- why did the child get close enough to the dog to enable it to bite her
- why did the owner flee the scene afterwards.
