I think it used to be a legal requirement for anybody who had an accident involving a dog to notify the police. I think it was in the Highway Code, and actually didn't realise that it didn't apply any more.
If I found a dog's body which had a collar tag, I would certainly pull the body to the verge, and inform the police and DogLost. It is time we had a National database for all missing dogs, from past experience the police are only interested if the animal has been reported as missing in their particular area.
