Windows not loading

On oh's pc this morning as mine has had a fright as I mentioned the vat word
On start up i have a black screen stating windows can be configured manually - scroll up and down - but am unable to activate anything.
I have switched off then back on and so on, still nothing apart from the Windows XP load page where the timer goes across the page.....

Any ideas please, as I must submit vat ?
