Justice for Chunky - please sign we need this law

What sort of world do we live in and what will we do about it?
These people IMO shouldnt be allowed to walk the streets let alone own animals! Sick just sick sick people

Why are they petitioning for a 'register' though? Wouldn't it be better to just make it a criminal offence to own another anima once someone has been convicted of cruelty? That way if they do they would be breaking the law.
Or am I missing something?
