i know i have been trying since last night i have wipe it + wash him with his doggie shampoo + its still there

Try Vodka it actually works we did it when out bc walked strait into the paint.
Misty obviously wanted to look as pretty as what you were painting lol.

i dont know whether using a little bit of wd40 will help get it out just dab abit on a sponge or cloth wipe it over and over the painted bits then wash the tail till you think all the wd4o has gone from the tail
