Does 'smoked' mean cooked?

Saw some 'smoked whole kipper' in Tescos, and realised I wasnt sure what smoked means.

Is smoked = cooked?

If not, is smoked fish ok for dogs?

Well there is hot smoking and cold smoking.

Hot smoking does cook it. Cold smoking flavours it (like smoked bacon isn't 'cooked') and some fish

Kippers are generally 'cooked'

Be careful of anything labeled 'smoked' - these days it is usually just chemically flavoured and not actually smoked as you would expect.
