If by 'silent season' you mean no bleeding, then yes.
The only symptoms Maggie displayed was some swelling and a lot of licking, no blood at all.
In fact, I was unsure she'd actually been in season at all until it was followed up with a full blown phantom pregnancy a few weeks later.

Yes - She went on to become pregnant from it too. (and when I say become pregnant, thats not to say the litter went ahead!)

- no signs shown what so ever, so cleaning, no bleeding, no swelling....nothing until a tie.

I wish! I thought small dogs were supposed to bleed less than big dogs... Not so with Mouse, and she's not very clean either!

Ozzie was paying a lot more attention to her neither regions and we are pretty sure she is swelled ..

Spoke to the vets and they are the ones who mentioned ''silent seasons''
