Having been at the receiving end of malicious gossip back when I was involved in rescue (not dog, but small animal) then I would definately be wary. But I have also been the witness of someone in the fancy I was involved in keeping their pets in horrible states yet still being allowed to adopt more (as no homechecks were being done, and the person had the knowledge to look after their pets, just weren't physically doing it) and I did speak up about it without evidence as I didn't want more animals ending up in that situation. It's a tough call, if something is up then do you keep quiet because you have no physical evidence or do you say something in the hope that casting doubt at least causes people to do homechecks etc. and maybe encourages the accused to buck their ideas up?
It's a tough one but I think the discussion of it should at least be kept between those it would affect the most, i.e. supporters of the rescue etc. until there is further witnesses/proof, rather than posted on public forums to speculate on.
