Unfortunatly in many areas Staffys are always on the loose because they are the "In Dog" for the young irresposible men.
Where I live I cannot walk my big girl out because of this problem. If they are not out loose without thier owners they are off lead along roads with them and are praised for being aggresive and attacking. Also round here they are now crossing them with Akitas and other similar types to see who can breed the most aggresive dog.
It has unfortunatly left me terrified of meeting a Staffy out on a walk anywhere.
I do walk my JRT out round here but have my eyes all around me and at the first sight of one pick him up.
I lost the sleeve out of my jacket a few weeks ago outside Tesco when an off lead one flew for my JRT but instead of him he got the sleeve of my jacket as I bent down to scoop him away from its jaws, and took that instead. The owners thought it hilarious and said I should put my dog down to see how many pieces thier dog could make out of him.
