I don't think it's cruel. Id say unkind maybe, but cruel? Maybe not. Also... I don't want to appear facetious, but we don't know how bit this woman's garden is. It could be very large and easily big enough for the dogs to have a proper run etc. not the same as a walk, but it's not the worst thing iveheard

I agree with this. I don't think it is cruel at all -- every situation and every dog is different.

We board dogs all the time that have never left their own property. Never walked or socialised. For me that is worse than the dog in question. Wouldnt do for me though. A dog is a dog is a dog.

Exactly. I can think of far worse. There are two Australian Cattle Dogs near me that never leave their postage stamp garden. When they are not in the postage stamp garden, they are shut in a small kennel. That is cruel.
