Moulting again!?

Hi my year old Chi is moulting again, There's hair and fluff all over, is this his 2nd moult then I get another in spring? I'm using a stipple brush which gets out fluff and a comb for the hair, is there anything better as he hates been groomed little squirmer. Why can't you put something in the water to make hair come out overnight???
Any info would be good.
