How many of the reports were down to the dog? How many dogs were involved the details of too vague to form a proper opinion

I would think all of the reports are down tot he dogs, as they are the ones that bite.

The report says all but one happened in crowd control, at football matches.

This is not new, my hubby has been a football supporter for over 50 yrs, and he can tell you that police dogs bite members of the public all the time in such situations.
