I am clicking the right position and dropping the treat---I don't use the words yet unless I am getting him into my side and will click and reward for his shoulder targetting my leg.

What is your walking speed like, if your bending over to lure it can slow you down?
That sometimes gives the oppurtunity to jump up.
Part of the process is learning how to feel when the dog is in the correct position, and praising/rewarding then she will soon get it.

I have seen Mary Ray with a sheltie and that dog could work close, so it is more than possible.
I guess bigger dogs are easier to get in position.
I find breed collies a bit on the short side as i'm 6.1ft so I prefer GSD heights no bending after they are 7 months

You could consider something that you do not have to hold.

Teach your dog to target a patch with the particular part of the body eg side of head or shoulder and then transfer this to your trousers (velcro it on) and then gradually "fade" it be cutting it smaller and smaller.

This would mean that you can concentrate on FEELING the contact.

Practice in front of the patio doors or a full length mirror if you have one.

When the dog is touching the target, click and throw food away so the dog has the opportunity to go again.
