Possesion of a Dangerous Weapon & the DDA

The presa thread got me thinking about when people say that all dogs can be dangerous in the wrong hands.
From my very limited and basic knowledge of this, when different breeds of dogs such as the presa and the staffy get into the wrong hands – it’s the dogs that come of worst either by bad press or most severe being banned. But banning the dogs makes them more appealing to the wrong hands so it never actually succeeds in preventing dangerous dogs (dangerous dogs as individual and not the breed) as it’s a vicious circle. What you need to do if punish the people who are creating dangerous dogs from their chose breed.

Does anyone know if there’s a law against this, thats more direct than “cruelty towards animals and possessing of a dangerous animal” As sad but true, animal based laws when broken do not hold a very high sentence or punishment. Would it not be more beneficial to be able punish people under laws surrounding “knowingly creating / possession of a dangerous weapon” as this is more likely to hold a tougher sentence? Then you are directly punishing a person, no matter what breed of dog?

The saying "Punish the Deed not he Breed" has been around for a while now in relation to these type of dogs.
Basically these dogs are casualties of there idiot owners (me being polite). The owners could theoretically be charged with Possessing and offensive weapon. Assault, Public order, anti social behaviour, and various other offences. The outcome for the dog is almost always the same. It will also be a victim for trying its best to please its owner!
The authorities then have a one track negative attitude with regard to what to do with the dog. A lot of this has to do with the press, and the government passing knee jerk legislation in an attempt to please some people and gain more votes. If only they took some time to find out about the dogs and what is really going on.
But, hey its not there dog is it!
