He's eaten an entire bowl of food, drank almost as much and now is curled up asleep on my lap; giving me the occasional evil stare for not finding him sooner

Boo and I are off to the vets shortly just for a quick check up, I cant imagine what no food or drink for almost four days has done, thankfully he always been a bit tubby, but he has lost some weight and his coat just isn't as shiny,

I would report them so they at least know you are on to them. I would also say something to them (when you are calmer) and tell them that if anything ever happens to your cat they will be top of the list for a visit.

I am so glad your little man is fine albeit a little thinner. (((hugs))) to Boo the cutie

I don't blame you for being fuming. A few years ago we got two little kittens. A year after we got them one disappeared mysteriously. The year after that the other one did. We've no idea what happened to them but it is weird. I know what some cat-haters can be like: down right cruel and bitter.
Cats are so lovely they don't deserve to suffer in the hands of such people.
I don't know if my cats suffered, but if I trusted my neighbours to check their sheds and everything when we passed leaflets around. If I knew they'd been hurt by someone, or lost their lives because of another person, I would absolutely hit the roof. I would hurt THEM!
