English setter Hip scoring...

My breeds hip score should be 18, my Jamie's dad was 4/4 and his mum 5/6, my Deacon's mum is 4/7 and his dad's I can't remember off hand, but its low and quite equal each side I believe... (I do have it on his forms...)
Well I was looking at some breeders today, as I like to do, because although I am no-where near ready for no4, I like to research and although I may not get another English next time, I still like to know what and who is out there..
Well I have seen a breeder, not one I have heard of, (and I do look on the ESA website and check the show details alot) and they have a bitch that has a litter, her hip score is 4/10 I mean yes its under 18, but isn't that a bit unbalanced, I thought it should be a bit more equal each side?? Or does it depend on the sire's hips?
