Have you considered adapting one for human babies? They've got certain safety requirements by law and are probably a lot sturdier because they normally hold more weight.

I'm sorry that I have no advice on dog strollers. I have always had big dogs and of course we do not use them at all.

I've never heard of such a thing however if OP has to walk 17 miles with her dogs to get to work I can understand why it would be a bit much for her dogs.

I am now off to look them up! Not that Bella would ever need one - she is quite up to 10k walks and jobs and can leave me standing.

Perhaps I can get something the dog can pull me around in?

17 miles, jeez you must like your job! it must take you frickin ages! ( i base this assumption on the fact i can do 10k in about an hour running cross country!)

Canine Concepts seem to have a good selection of dog strollers.

I don't know whether in your case it would be practical, but have you considered a pet backpack carrier for your dogs. I bought one a few years ago for carrying Chloe my 5 kg Tibbie (it actually fits on my front not my back) .... NOT because she not capable of walking or because I pamper her but because we walk across ploughed fields which in the spring have lots of nasty young thistles growing in them and she'd get the prickles in her paws which naturally made them sore.
