I love this idea, many of the long term unemployed just cant be bothered to work...
Sadly the UK is a nanny state, it will never happen.
They also have chain gang prisoners cleaning up the highways... This would be a fab use of thier time, after all the amount the tax payer spends to keep them in prison...

Jess has scared me a few times, she is in the stage where everything she encounters on her walks goes directly in her mouth, quite a few times it has been a large lump of glass!
Thank the gods she has never cut herself...
Another thing I clear up endlessly is beer cans... lazy louts cant be bothered to take them to the next bin... grrr
