Hi New Mum needs advice.

Hi we have a 12 wk old boy Staffordshire Bull terrier called Ollie. He is absolutely gorgeous , he is a tiger blue with piercing blue eyes . We are having a problem taking him out for exercise , he literaly cries all the time . This only happens when we take him outside of the home boundaries he is fine in the garden. Even when he is off the lead he still cries and won't leave our side. He only stops when he comes in contact with another dog then he just wants to play. Has anyone heard of this before and how can we stop him ? We just want him to be happy
