Cleaning up after your dog

Hope someone will be able to answer this for me.

Can you be held responsible (legally/financially) if someone else walks your dog and doesn't clean up after him?

In my case, Loki must be pretty well known around here and sometimes members of my family like to walk him.

I'm not sure but I think it's the person 'responsible' at the time ie. the walker

who ever walks the dog,dogs is held responsible for cleaning up after it
