I would put a big tarpaulin over the sand that way they can't scatter it.. and if they move the tarp to get at the sand chase this little sh.....darlings away

You could tackle the debris the same way.. big tarp over the top.. that way you are taking steps to protect the kids and if anything did happen to them you would just need to point out they removed the tarp to get to the stuff.. As long as you are taking steps to prevent it I can't see any police or lawyers pursuing it..

have you tried the community warden scheme that now operates across portsmouth? they would come and take kids back to parents and inform them of what they are doing. phone number is 08000853840. they are available from 10am - 10pm mon -fri and 2pm -10pm on w/ends and bank hols
