asbo and other dogs when on lead

asbo has come along in leaps and bounds from the nervy puppy he was.

offlead he is fine with other dogs, he can sometimes be a bit nervy if they are alot bigger than him, but the ones he sees regularly he is fine with. he generally plays with every dog he meets now, or at the least gives them a sniff and says "hello" before we move on.

my problem that seems to have started to develop is now he is comfortable with other dogs, is his behaviour when he is onlead.

he isnt agressive, but he whines. he wants to say hello to the other dog, but if i dont let him (if i know they are agressive or not friendly etc, or ive seen the owner put them onlead) and he cant say hello he whinges and whines to say hello, then if i walk on he keeps looking back at them and whining.

its not a major problem, but its one i would like to stop. any ideas on how?

I refer you to Sue Sternbergs book, Out and About with your Dog and this example adequately demonstrates her points!
