What was this programme called?

Does anyone remember this programme. It was a BBC drama set on the moors above Rochdale in an old american style diner. The girl in it was similar in looks to Caroline Catz and I can see the bloke she fancied in it, but just can't remember his name. He had a brother that had mental health issues and keep causing problems in the diner.

I think it only ran for one series and then was scrapped.

It's been bugging me for weeks!
