It appears to temptation to make assumptions is irresistable. For example....[/QUOTE]

It is to eventually promote a dog ownership test, which we will all take and pay for and if you think the owners of the dogs who are chained outside, walked sporadically and might or might not attack are going to be in the queue to take it you might see a flying pig quicker!

Err------I would certainly use data showing enviroment as the crucial factor to argue for laws that focus on responsible ownership.

Of course you can never show enviroment as the crucial factor can you?

This dog did not "bite" the woman, it ravaged her, it mauled her to death, end of. The reason being, it was unfortunate enough to have been brought up by some moron who used and abused it, and no matter how many assessments you throw at it, that dog would never, ever forget!

Oh wait, maybe we should have assessed it a bit further, then let it go into a rescue, they would see how well it got on with all the helpers in there, and maybe other dogs, and let some nice couple come and adopt it, take it out on nice country walks, until one day it meets a little kid in a pushchair and just so happens, that kid just happens to set up the very same circumstances as happened with this woman last week, so he kills it Maybe it would be pts then, or maybe it wouldn't, it could be assessed further perhaps?

I cannot believe some people are wanting to "assess" this dog WTF I'd assess it alright if it attacked one of MY friends or family, and that would be with a 12 bore!!!! I would feel exactly the same if it was a german shepherd dog too, I'm not racist in the dog world!!! I have no time whatsoever for aggressive dogs (through no fault of their own of course!), there are far too many normal dogs in rescue being walked past and ignored, to waste time on a dog who can never be trusted around humans! That's my twopennorth!
Yep, completely agree with you, was just going to write the same thing.......

but even if the test was taken by someone who had no intention of 'sticking to the rules' they would only show what they wanted to at the time? Would we have to take a test every other month? otherwise how does anyone know that the dogs environment is the same after the test is taken.....they simply get rid of the dog stuff from indoors, put it out.....

or do you mean environment the way some rescues are? For example my fence isnt 6ft ALL the way round, I have stairs to get in, I live above someone....many probably wouldnt give me a dog but yet I have my own garden, my dog is well enough trained and socialised, he isnt a noise nusance, he is walked daily (more than once) but if I took at test using someone elses house, I'd pass?

EDIT; At the end of the day, the sort of people you are wanting to out off having dogs etc with the test probably have no problem with fraud etc or respect for the law, or in fact others around them, so what good could any test do.

I also agree with Helena - the dog didnt just bite - IT SAVAGED AND KILLED. Someone wants to 'asses and learn ' from that - fine, on your own head be it!! (not that you'd have it long) and if it was in solitary confinement - great life for a dog that! Either way a lose-lose situation. Please don't forget someone lost thier life to this dog - taking stupid risks to asses and learn from it would only end up in somone else being dead or disabled and a even more miserable and unstable dog, yet it wouldnt prevent this happening again...
