they have to have the full course of vaccines and rabies vacs, then wait 21 days before entering the uk, also need the fit to travel page on the passport filled in and stamped and a worm treatment by vet 24 to 48 hours before entering the UK. so the youngest age a pup can be imported is 15 weeks as the final vaccs and rabbies 1 has to be done at 12 weeks or older.they may be checked again at the border ,

It is 3 calendar months for the rabies not 12 weeks, for a petpassport in England, so can't see it being any different in other EU countries.

Yes TW apart from the fitness to fly (which is really just a health check and isn't included in the list of requirements) the other requirements from bringing a dog into the UK are the same however it travels. And it is all set out in full on the DEFRA website and they are quite good if you phone them too.

We had a muddle last year when they shortened the period you have to wait after the Rabies vacc - I phoned them and they were helpful.

In short:

Entry to the UK from other EU Member States and
approved non-EU countries:

For your pet to enter the UK from these countries, you must answer ‘yes’ to the
following questions:
• Is it microchipped1
?
• Is it currently vaccinated against rabies?
• Was it vaccinated after it was microchipped and was the rabies vaccination
administered as per the vaccine manufacturer’s data sheet?
• Have you got an EU Pet Passport or Official Veterinary Health Certificate2
from your vet certifying the microchip and vaccination?
• Have at least 21 days passed since it was vaccinated?
• Are you travelling into the UK with your pet on an approved route with an
approved transport company?5
• Has a vet treated your dog for tapeworm 1-5 days before its arrival in the
UK and recorded the treatment (with exact times) in the passport or Official
Health Certificate?

It is diferent for other countries it depends on the course of vaccines given,here in Bulgaria they have a course of 3 vaccines started at 6 weeks and given 21 days apart the rabies is done with or anytime after the 3rd , the youngest a pup can be signed as fit to travel to leave here is 15 weeks, I dont know about France though, older dogs can leave with only the big vaccine and the rabies they dont need to have the full course, thats the way it is here, we often transport dogs to the UK and around europe ,rescues and pets,
