I think they meant a dog can't move his eyes up like we can. In other words they can't 'look up', they have to move there heads up.

Must be a myth anyway as having pinned him down on the sofa, Skye 'looked up'

Seems he can't look down though !

Georgie can look up.....but he tries to move his head...but then he's a bit of a donut anyway so.....
