Guillermo Vargas Habacuc - 'Artist'?

Dont know if any of you have heard of him, I hadnt until earlier today and I frankly wished I hadnt. I cant post the pics from the email i was sent but here is the link to the petition against his 'installation' appearing at an art show overseas this year (may i think)
