Not if it falls within the guidelines of a permitted development

In Scotland it depends on the size

From memory up to 12' x 12' needs a building warrant

Over that size, or if it is visible from a bus route it needs planning permission which is different

If it is less than 1.2m (again from memory) from a neighbour's property then, in Scotland, a firewall must be built.
