New Law said to be unworkable

New laws aimed at silencing noisy dogs have been criticised as unworkable by the Scottish Parliament after beaurocrats attempted to set a noise level for barking.

They wanted to set it at half the average volume of a bark.

Under the Anti Social Behaviour (Scotland) Act 2004 it will be illegal for dogs to be allowed to bark for more than 10 minutes and owners could find themselves with fines up to £100 and have their pets confiscated if they do not adhere to that rule

The new powers which were due in February were labelled as unworkable by Conservative MSP Alex Ferguson who claimed that any dog barking normally would break the decibel limit and therefore break the law

one of my neighbours have been having trouble with the people next door to them - they threatened to phone the police and report their dogs for barking - ( which they don't do very often) - when my neighbours phoned the police about the threat the police told them if some-one complained they would take the dogs away and have them pts

If some-one decides to be spiteful to you - what can you do?

I think there is a difference between a dog left in the garden/yard all day that is bored stiff and barking to one who may bark when the postman calls or if kids wind it up etc

and as you say what about malicious people

I didn't realise the police had such power to take dogs away, thought it had to go through the local council first..
