a importing question

Since 1996 my Aunt Sharon and family have lived just outside California in Apple Valley, a lovely place. But due to a crisis arising in our family, Aunt Sharon and family are having to mov back here to the U.K. It will be afull scale move, as their house has just been put on the move and their belongings being arranged to go into storage. Now my aunt sharon is faced with a problem, whilst livivng in the states they added 4 dogs to their family, 2 Pomeranians, a Boxer and a Standard poodle. Now of course they dont want to leave their doglets behind, so i was wondering what are the procedures of bringing dogs into the country?
Would quarentine still be mandatory, even on the pet passport scheme?
basically anything and everything you can al think of.
My aunt Sharon and family have booked a flight over to the U.K for December 12th regardless of their house sale, so they need to know where they stand and what to do on the subject of bringing Peggy-Sue, Pipi, Loona and Lolly into the U.K
