Safe/secure areas to let dogs off in south liverpool?

Hi, bit of a long shot here, but does anyone know of any safe and secure areas that are also quiet to let a timid and selectively deaf whippet off the lead? I have tried a fair few and often find there's too many dogs for me to feel safe letting mine off.

At the moment I got to west kirby beach, but it's a bit cold for my dog at this time of year and a bit far as well.
