Who do i report a suspected puppy farm to?

A friend of mine went to see a litter of pups yesterday and were told the owner had to go to hospital so she only has the 2 female pups there as thats what they said they wanted. Both pups in an old fashioned wire carrying cage on a towel. No parents there as they were at her friends. Luckily my friend walked away although she felt sorry for them they were obviously full of worms and smelt awful. What can i do to stop this? I am fuming and need to report this but who to?

I would try and speak to the Local Authority who licence breeders although someone who produces the occasional litter doesnt have to be licenced.

Alternatively report them to the RSPCA as a 'concern for welfare' However I dont have much faith in the RSPCA when the cameras are not there.

Hope you can help the poor little mites and well done to your friend for resisting the purchase of such badly done to pups.
