Going out on a limb here, but :

Apart from obvious eating of anything fishy that would cause fishy breath, there are only two things I can think of that cause this :

Anal Gland problem
Infection inside the mouth

Both will need Veterinary diagnosis and attention.

We had that with our old dog, now departed, but it was a tooth with an infection.
In her case they just treated with anti-biotics ......due to her rip old age.

Im not a breeder so I dont know if it has anything to do with that or not someone else might be able to help you out on that score. But I know when Suki needs her glands doing as she gets a really fishy breath.
But as has been said it could be something she has eaten or an infection. If it is her glands ask the vets to show you how do clear them is will save you quiet a bit of money if she is like my dog, she is forever needing them clearing.

The smell and the scooting both sound like glands.
