How to attract attention to a banned breed

Just seen a man chasing his loose Pit type dog around a busy car park trying to get it into a car ,no collar no lead, cars everywhere dog scared and using avoidance ...
This was not a hoodie or a youngster it was a man in a shirt and tie...
Beautiful red nose blonde colour dog though..
pity the owner was an idiot ...
