The Met's Directorate of Professional Standards is probing the dogs' deaths along with the RSPCA to see whether there are grounds to charge Sgt Craven under the Animal Welfare Act.
Sources say the sergeant was usually vigilant about dogs being left in cars in hot weather. One said: "He was always checking handlers' vehicles so it is ironic he was the one who left his dogs in his car to die.
