Can't speak for others but personally speaking, here's my own reasons.
1) My breed will cost about a grand and they are not exactly the shortest lifespan going. True that some unfortunate dogs fall prey of DCM at a fairly young age but certainly not all or most. I can pay about £200 for an adult, with its adult traits in place, knowing breed traits or I can pay £1000 by the time I buy and travel for pup and know that it has been raised well, bred for temperament, from health tested stock, socialised and well handled..
2) It's likely that I could pay £30 for a mongrel - accidental mating - pup. The person charging £200 cant give me any more of a guide on temperament, health, character traits as the person charging £30.
3) The local pound only charges £60 and they have dogs that could possibly be pts if they don't get a home. Most of them mongrels from breeders that you speak of (no offence Baileys Blind) who let their dogs breed regardless of quality, health, breed etc and then make their money back by selling them. So why encourage them by offering up hundreds of pounds.
4) The likelihood of a person breeding cross-breeds and mutts for a high price is that they are a money-maker. They are not furthering any breed so why should they be encouraged, or why should it not cost them anything? They decided to breed without regard, so its going to cost them. Not me.

Some one who breeds Heinz 57's is not paying for stud fees etc etc. So what exactly are you paying for? Why would you pay £800 for a mongrel when you can get them for £30? Equally, why would you pay £200? You can get pedigree dogs for the same price too btw.
I just don't understand why someone would pay, say £100 more than they would have to basically. Anyone I have ever spoken to who's dog has had pups that they didn't plan for just wanted good homes/owners and to get rid asap as they cost money to raise. Not one person I have met in that situation who charges money and has said they would use the money to get their mongrel bitch spayed has actually done it. They just let them have another litter.
If someone isn't bothered about breed then surely your not going to go into the "designer dog" market to have a dog made up of specific breeds and pay more money for it. If your not bothered about breeds then you'd go for a mongrel and you can get them cheap enough that you dont need to start funding the next litter, basically.

No I wouldn't pay that for a puppy from what appears to be an accident.
Just because people don't actually want to pay a certain amount of money for a mongrel doesnt mean they think less of them. Just means they know they dont have to and dont agree with funding something thats all.
