Is it worrying?

That someone who bred her dog thinks that neutering will stop a dog roaming because they can't smell a in bitch female?

I'm having a discussion with someone elsewhere, and I'm getting a bit worried that someone who bred their dog would think this although its about a different dog, I'm trying to say that a neutered dog can still act like a unnetured dog, i.e can still tie if let to play with one, and then I get 'I was told that neutering stops the desire to roam because they lack the hormones and that they cannot smell an in heat female'. And I'm not trying to be bitchy, I'm sure that this person is a good breeder, but that concerns me a lot, anyone else?
