Puppy and stairs

I've been reading a lot about G.Retrievers and their problems with hips. Does anyone know if or when is it safe for my pup to start walking up and down the stairs, so it doesn't have impact on his joins?

I tried to keep Meg off the stairs as much as possible, for the first year, though she had other ideas at times

It may be worthwhile getting a stairgate, if it's a real problem Or blocking access to the stairs if he is going up them a lot.
