Surely her Insurance company will sue the owners of the attacking dog for the bill? or she can.

Personal injury claims are also civil litigation issues so insurance companies sue other insurance companies all the time (or usually litigate without acceptance of liability).

I think as long the lady's insurance pays out and she is given what she needed to care for the poor dog that's all that matters. All insurance companies are only in it for what they can get anyway.
