Pulling on the lead

The only other problem i have encountered is pulling on the lead.Whilst off the lead he is better its to dangerous traffic wise as well as safety to the public/law prevails.I`ve tried harnesses etc but still he persists in pulling like a locomotive.Any ideas or advise???
