Because she needs to learn to be a dog, and socialise with other dogs. Many small dog owners keep them on lead and that prevents `normal` play and body language for greeting.

Partly the height - toddlers faces are in reach for snappy dogs. Partly because small children will grab. Partly because younger children rarely are calm enough not to dash about round an unsocialised terrier.
It`s a safety issue (for the children).
