My first rule would be:

Rule 1
When out in public - if your dog is off lead and you see another dog and their owner approaching recall your dog and put him or her on a lead. (And if the other owner does not, signal for them to do the same).

Why?
So introductions can be done in a calm, controlled and safe fashion!
If only!!!!

It would make life so much better for many, many dog owners

I think I would just have:

Let's all show some common courtesy for others

Much as I am sick of Cain getting mugged by rude off lead dogs, I just don't see those rules as necessary. Potentially it could start an epidemic of poorly socialised dogs, so many are already badly under socialised. I think people simply need to be more sensible. My twist on it would be Read The Situation. If both dogs are off lead, look and act friendly and the owners are fine then I see no problem with just letting them greet. If the other dog is on lead them the other owner shouldn't let their dog approach without permission, so either put them on lead or call the heel. Read the other owner, if they look like they are trying to avoid you, avoid them! Don't ignore body language, or worse dont ignore verbal requests to please keep away! That said, no dogs should be allowed to barrel in rudely to greet any other dog, even if they are friendly.

I think it's unnecessary to expect people to leash their dog for every single interaction And living in London, it would simply be impossible! People just need to be more sensible,

To the OP I've got a few dogs that can't be introduced on lead because they feel the need to protect me. Off lead however and removing myself from the situation my dogs are great with greeting other people & dogs.

My biggest problem is owners not picking up after their dog mess in local parks.

On paper that looks fine, however I would just twiggle that alittle
Rule 1
When out in public - if your dog is off lead and you see mine in the down postion recall your dog and walk past with the common courtesy that they do not want to be bothered with your dog full stop

Why

So when you feel the need to introduce your dog, that gives me time to 'signal' they are not that interested

Would it kill you to smile?
I mean, I`m not wanting to start a relationship but the occasional cheery nod now.... that`d be nice.
I mean - we`re probably the most despised minority after smokers and fat ladies (and yes I realise there is probably some overlap there) so a bit of solidarity would be nice.
