Because it traces back to previous owners, and breeder. Nothing to do with breeding.
If the person that rehomed the dog wanted to be funny and start harrassing old owners and breeder, it would be more trouble then worth, and what would happen if the old owner wanted dog back?

(This is something i had never thought about until it was pointed out to me on here, where my opinions changed slightly)!!
