It's because if they give you the details of a complainant they've breached Data Protection legislation. However, when they've been out a few times to the same addresses and realsie theres no substance to the claims, the complainants usualyl go down on record as "habitual complainers" and also they'll be polite on the phone, you should hear the comments in the office. (I used to get this when I worked for the local authority). Then they'll usually send a letter stating they're investigating or there's no evidence and that will be the end of it until the next false claim.
