Replacing a driving licence
This will cost £20. You must replace your licence if it’s been lost, stolen, defaced or destroyed.
Changing the name or address on your driving licence
There’s no charge for this service. However, there’s a £20 fee if you’re a photocard licence holder and want to change your photo at the same time.

Tracey got caught out a couple of years ago applying for her first theory test then realised it wasn't the kosher site.
Its free unless you want to change your photo.

But I don't think you have to pay to change your address as far as I know. I had to pay £50 to get my foreign licence exchanged for a british one and my boyfriend had to pay £20 to get the picture changed on his.
