We can only go by our own dogs.
My Shorthaired Pointer would certainly suffer if kept on a lead. He needs to range and scent like he needs to breathe. It fulfils a deep instinct in him.
Daisy might possibly manage on lead, but her temperament would suffer. She needs her space. She is far more relaxed off lead.
My Hound is old and doesn`t really care.

why would being on a lead stop your dog breathing?

i think IDEALLY , its ideal that they have some quality off lead balanced with a Variety of other exercise types. However there are always exceptions to the rules & in these circumstances more thought must be given to ensure they dont suffer from not having off lead running as much as the ideal dog in the ideal world would have

Oh come on, you know what she means. You have obviously never had dog really does need off lead time to run, so I can understand why you find it difficult to accept that some dogs do need just that.

Everyone commenting here is going by the needs of their individual dog. Some dogs would be just fine being restrained all the time, others WOULD suffer despite what you seem to think. I don't think anyone is in the position to make blanket statements such as "all dogs don't need off-lead exercise". Blanket statements don't make for a well rounded argument.

That's just what I said. Therefore, I agree with you.

One great thing about this thread is that it shows how much care and effort EVERYONE gives to their dogs, whether on lead or off lead.

Ludicrous. You can't possibly say that a dog must have an off-lead walk.

Err, yes you can.

So Woody would be ok with being kept on a lead for his entire life would he?
