Actually - those plus the ones that deliberately go WOOF WOOF WOOF.... a nervous or sensitive dog ain't gonna like that a whole lot.

I have another one, which was exemplified by someone in the park today:

Dog owners who walk ahead, either on the phone or just lost in their own world, not aware of what their dog is doing, where their dog is...

A woman in the park today with a really big GSD x was like this - just went walking off without once turning to see where her dog was!

And her dog, as it happens, was entering into a sort of 'high noon' staring contest with my dog...

Dog owners on cell phones, either on walks or at the dog park! HATE THEM! I've seen dogs lunge and get loose because the owner wasn't paying attention and dropped the lead. I've seen them doing all sorts of nonsense at the dog park while their owner is sitting on a bench yakking it up not even paying attention.

people who pet my dogs without asking or push their children to do the same.. Kismet is a very stunning looking beautiful 'snow dog' but because people seem to think this means they can just go up to her and rub her face she is becoming a bit hand shy and wary of strangers and strange children...

People who want fashion statement dogs. This year, round here, it's boxers. Big, lively dogs that need lots of exercise - and they get none.

Fairweather dog walkers. I'd go literally months in the winter and not see a soul. The first sunnny day - they're crowding the lanes. Where do they come from? They must live locally, but you almost never see them!

And agree with those who are saying - people who have dogs offlead but have rubbish recall then come out with that "He's only being friendly" when their feeble attempts to recall fail.

All of the above!

Definitely the people who don't pick up (or flick) and those who let their dogs get overweight. I was on an agility training session at the weekend and one person changed dogs half way through because the first one apparently gets too tired to complete a whole session - I'm not surprised looking at how overweight it was! Unfortunately, the second one was too.
