Does it know what it is supposed to be doing?

If it does how do you know?

Are you providing sufficient reinforcement?

im new to this but so far picked up that most times dogs simply dont know whats been asked of them. find a way to communicate with your dog that both you and your dog understands. always reward when you dog has done the right thing.

Provide him a better opportunity to obey and succeed!

Make the task easier for now, offer more of a reward, reteach him the task from the beginning. Give him an easier chance to succeed, somehow!

Hmmm, im going through this with my puppy right now (6 months old). He always came to recall previously, through clicker training and positive reinforcement. We practice recall on walks and puppy club which he mostly obeys. He knows full well what is required, but chooses to disobey when he wants to, because:
1. he wants to eat a stick
2. chew his ball
3. chase a passing cyclist
4. he spots another dog in the distance.
All more interesting activities than coming to his owner (even offering treats or his favourite toy).
Frustrating.

You are training in an environment which is too difficult for him.

You have not sufficiently conditioned your dog to be able to cope with outside attractions.

You are not providing a sufficiently powerful reinforcer

You have not sufficiently developed a strong enough relationship between the dog and the reinforcer.

Overall you are expecting University behaviour before the dog has completed Kindergarten.

Lower your expectations, choose your environment carefully, make your dog a toy or food junkie
