I have just happened on this thread and although it is old I am posting to say that actually the KC do NOT require that all breed rescues are affiliated with a breed club.

There are independent breed rescues which are set up as charities. So, if you do not with to run a rescue club which is associated with a breed club you can set up your own charity.

Its better if they are, they will get the support & usually help with funding From the club members for the rescue, however it does not always work out between the two
