The treats I've been using for harness are the training treats, rather than chews that she gets at other times...she doesn't get any other treats of the food variety though...

I think maybe I just need to up it so the harness treat is even better and is a specific thing.

yes if you had an extra yummy harness treat that would be good
Real meat, cheese or something really stinky (blue cheese, garlic sausage or even smoked salmon) can get the dogs really excited about things

Hi Jacsicle, it sounds to me that what you are doing is just fine. Reward is by far the best training method

Don't get disheartened, Pippa is still young and my two certainly keep me on my toes with phases they seem to go through. Having said that they are much easier now than when they were younger (now 18months).

My only bit of advice would be not to let anyone else attempt to pick her up until you have sorted her out as I know from when I had my little Lhasa strangers would often come over and just go to pick her up because she was small

If you get a chance post some more photos in the photo section as I'd love to see how she looks - she looked adorable in her last photo.
